The reform of university personal institution is an important part of the reform of university administration system, it is also a task with considerable theoretic and practice. It is related to aspects such as politics, economy and education, yet the systematic theory and pattern are not established really in our country. Generally, during the more twenty years of reform and opened to the outside world, especially the lastly years,universities have gained experiences through their explorations in the field of personal institution. However,there still exist plenty of problems.The research into the reform of university personal administration system can well meet the requirements of sound disposition of education resources and promoting the quality of university, and it also well meet the requirements of reforms and development of university administration system in our country this century.The report of the fifteen diputation meeting of CPC demands clearly "giving priority to educational instruction , quickening the step of high educational enterprises' system reform, putting resources to rational use, improving the quality of teaching and benefit of running a school."Under the guidance of DengXiaoping's theory and mind of the fifteen deputation meeting of CPC about the high education enterprises's system reform, the article puts together the applications of principle and methods to expound, such subjects as management, personal administrated,economics and education.Firstly ,the article expounds the concept of university personal institution, analyses the necessity of the reform from fitting in with the needs of market economic system, giving priority to dispose of human resources, improving the quality and benefit of running a school. It also analyses the restricting factors of reform from external causes such as economic system, system of government, cultural tradition and internal cause such as high educational system, the knowledge of leaders, teaching and administrative staff.Secondly, the article combines present practice and sums up the reform's achievements that it includes reducing the staffs and organizational structures, reforming the system of using person and distributing and sticking out ranks' construction fundamentaling person factors. And it existems problems such as knowledge and ways are so more enough,measure isn't strength and mechanism isn't flexible.lt also analyses the causes leading to these problems that economic system hasn't finished off transform completely, system of government doesn't form a complete set, legal system's construction is stagnant comparatively and the foctors of herself.Lastly, the article delineates guiding ideology, goal & task of the further reform of university personal administration, it advances some principles to be carried out in compliance with essential principles of system perfection, quality & benefit awarding, and goal & responsibility inspection, as well as democratic regulation. And from the angles of justing organization, and becoming vigorous needing hands mechanism, it explorates the basic thinkings and measures of furthering the deeping reform ofpersonal institution.The tasks of further reforming of the university personal administration is very difficult. Therefore, the article thinks some reinforcing procedures are to be adopted, such as studying theory and improving the knowledge,pushing on stuff regulations, becoming scientific and reasonable mechanism, except clear guiding ideology and goal & task. Especially, persisting in principle of party manages cadre, introducing advanced administrations and strengthening leadship of reforms in payment systems that these are practical guiding significance very much for present reform, they are also places the author brings forth new ideas.
