Teachers are the most valuable resource of a school's survival and development , to reform and innovate teachers'incentive system, mobilize the enthusiasm of all teachers are related to the development of a school.School administrators and education administration departments need to study the psychological characteristics and occupational characteristics of teachers. They also need to know the teachers'needs, motivations and explore new ways of incentive system.Just In this way ,they can improve the school culture management theory. They can get the good methods and management and find workable solutions and the feasibility of strategies. In this way they can call teachers to put their heart into work and improve the management and education quality. It also can help to promote the development of education.In this paper, The author has Wuhan City, Shidong Street School ,as a case and the teachers as the research object. With the knowledge of human resources management, organizational behavior, management, educational psychology and statistics, the author uses all kinds of ways such as literature, questionnaire surveys and individual interviews .It is based on statistics, interviews, and historical data analysis, based on the different age structure, sex structure, educational structure, teaching discipline structure, job title structure and instructors grade structure to analysis the needs and different degrees about work. From the school background and current status of environmental the author explains the reasons for this.The author also gives some advice about how to raise the quality of proposals so as to explore the rational and efficient strategy for teachers to provide the basis inspire.
