By applying the conception of resources allocation in economics to higher education, this paper brings forward that fostering the higher educational market with local characteristics is an important task for the whole world in deepening it s high educational reform as well as the key to optimizing the allocation of higher educational resources at present. According to the property of common production of higher education, the basic configuration must be established in which the guidance of market should be followed, the government should play a leading role and colleges and universities should be the main players. The Higher Educational Regulation ought to be carried out seriously to make colleges and universities really become the corporation entities which work depending upon the market. To achieve this goal, the function of government must be changed and the leverage in resources allocation should be exerted.The imbalance of higher educational development is mainly caused by the imbalanced allocation of higher educational resources, which is influenced primarily by the educational policies. Government is the main body that constitutes and carries out the educational policies. Therefore, the government's action in educational resources allocation system can promote the tridimensional equity and comprehensive efficiency of education.In this paper, we discuss the importance of higher education resources, the principles and characteristics of higher education resources and a brief description of relevant content and elements of the system and mechanism. The system theory point of view about the current the higher educational resources and sort out the relevant theory and research, a specific analysis of the role of the government in the allocation of resources to higher education.Finally in this paper we'll try to analyze the role of the Chinese and the Tunisian government in the allocation of resources in higher education both in human and financial policy analysis, similarities and differences.
