At the top of the education-yramid, higher education plays an important role no matter for the all-round development of individuals or the harmonious development of society.With the establishment of the socialist market economy system, especially since the enrollment expansion of colleges and universities, the higher education faces more and more prominent problems with it's rapid development,such as higher education fairness, the idle and waste of resources in public colleges and universities, the inefficient operation of higher education,the lack of higher education resources,etc. Behind those problems,there is the fundamental contradiction between the growing demand for higher education and the lack of quality higher education resources. It is a well established fact we can't change in a short time that our country's higher education resources is insufficient.But as a rational choice,we can improve the usage efficiency of education resources to realize the connotative growth of higher education by optimizing the resources allocation of higher education. As an important national education system,what kind of value orientation education resource allocation reform holds has directly restricted the choice of the ways of higher education resource allocation. Therefore, it is of great significance that optimizing the efficiency of the allocation of limited education resources based on what kind of value orientation to maximize meet the needs of individual and social development.This research mainly uses documentary method, system analysis method and the unity of history and logic research method.Based on combing the reform of the higher education and the allocation of resources,this paper analysis of the value orientation combined with the social background at that time to sorting out the internal relations of the choice of education resource allocation system and its values. Next, based upon the value orientation of the current, it makes a thorough analysis about the conflict between efficiency and fairness of higher education resource allocation, as well as the contradiction between shortage and waste of higher education resources. Then, concerning of the essence value of education, author rethinks the " fairness " and "efficiency" of higher education resource allocation from integrated view such as Philosophy of Education, Higher Education, Educational Economics. According to the research, the relationship between fairness and efficiency is interactional and mutual promoting,so, putting them together will avoid the worst situation,and that is the value orientation of this paper advocates. Finally, in order to implement the value orientation,it should be introduce markting configuration mechanism to establish edufational resource markting allocation system under the macro-control power of government.
