Through the study of the characteristics,quantity,scale and management of the College Student Associations in the new century, this article aims to make a thorough inquiry of their essence and the regulation of development, thus, to further promulgate their function in cultivating of the talented, as well as the relationship between College Student Management System Reform and social development.This text mainly put to use questionnaire survey, interview survey and document research to collect and collate statistics, so as to study the current situations of college students involved in community and explore the community development law.To begin with, this essay gives a brief retrospect of the century history of the development of the College Student Associations in China. Coincident with the Reform Movement in modern higher education in China has been the emergence and development of the associations. In the early days when the associations were built, our nation was in a period of social revolution. We had just experienced the Revolution of 1911 and established the Republic of China. The social change, together with the development of higher institutions and the progress of thoughts, has entitled the associations with new significance. Afterwards, from the establishment of the People's Republic of China, the Reform and Opening up and the market economy to the new century, the College Student Associations are progressing dramatically with the development of society.It is especially in the new century, this decade, that the number of the college students has been drastically roaring. And to come is with the deepening reform of education system and standardization of the development of the College Student Associations. A longitudinal view of the history of their development can tell us that the associations have been greatly influenced by the social environment,historical revolution and etc. The study on the history of the College Student Associations can provide us with valuable regulation of development, therefore, instruct the management of the associations and furthermore, promote the construction of them.And then, compared with other organizations of the higher institutions horizontally, this article presents the characteristics of the College Student Associations in the new century. Firstly, the community composition is based on the same or similar interests and institutional arrangements are more mobile and flexible. Secondly, extracurricular activities place more emphasis on the autonomy of students. Also, activities and forms are more colorful. Meanwhile, as the school's regular student organizations, they have clear regulations and are consistent with relevant provisions. By comparing, the characteristics of the Student Associations are more intuitive and distinct.Accordiang to a vertical comparison in the history, the essay presents a tendency that the Student Associations have a rapid growth both in the number and size ever since the begin of the new century. Through analysis, it has a thesis that the tendency has a positive correlation with the factors below: first, the social background of the swift and violent development of the information revolution; second, the new model of quality-oriented education to personnel the talented to which the higher institutions has turned attention; then, college students'needs of improving themselves personalizedly and comprehensively; finally, the improvement of the level of campus culture and the league in the organization.In order to gain a more comprehensive understanding of community, this essay has made a classification from two different aspects of activities and management towards the Student Associations. Besides, a brief analysis, which the text has made, of all kinds of the Student Associations and the effectiveness and applicability of their activities has significant meanings to the pertinence of the management and the scientific of the layout. On this basis, it points out that the existence and development of the Student Associations in the new century have a positive effect on the training of students, the education and scientific research of college, as well as campus culture, the political management and democratic policy. In addition to what have been mentioned above, they also contribute to the social prosperity.Finally, this article makes a preliminary analysis of problems, such as less clear target, a loss of clear positioning, loss of standardized operation and management, less available for necessary resources, lack of foreign relations, activities not being deep enough and backbone not being systematically cultivated. As for strategies to deal with such situations, this article clings the idea that we should improve the organization and the system, strengthen supervision, moreover, update educational philosophy and commitment to reform. All these measures will certainly be helpful to establish the mechanisms for the sound development of community. Subsequently, the article further pointed out the basic trend of the development of the College Student Associations. That is social welfare of activities, standardization of operation, fine differentiation of location, and most importantly, strengthening the construction of elite ranks as well.
