Teachers' learning community is currently a hot topic of education research. People have had consensus that teachers' professional community can promote the school development. But it still waits for further study of how to build teachers' learning community. Just is with this understanding, the author will carry out this paper around this problem.This paper will be divided into three chapters. First is the introduction part. In this part, the author will explain the origin of this study, research questions, significance, methods and frameworks. The theme of this study is teachers' learning community in the school reform. The author will carry out the study from both theoretical and practical aspects, and then describe the direction and basic strategy of the learning community school construction. Research methods used in this study are:literature, text analysis, case study and observation.Then in the first chapter of this paper there is a summary of the developing history of "teachers' learning community", the relevant theories of "teachers' learning community", and the content and the elements of "teachers'learning community". This article will set "teachers' learning community" range to formal learning community. So the author decides to take schools and the educational research group which are two most typical learning communities as the key research object.Chapter 2 discusses the theoretical base and practical background of the teacher learning community construction. As to the theory, humanistic suggests the value base for teachers learning community, the learning community theory helps it to clarify its basic tasks, the adults learning theory makes it apply to the educational practice, constructivism provides the developing organization for it, and group dynamics give the internal power to the construction of the teachers' learning community.On the realistic hand, the contemporary developed society requires teachers to be highly qualified.The idea of to down the power gravitation provides bigger space for teachers to independently develop. With the organization character, all of these apply the realistic base for teachers' learning communities within schools to be constructed.Taking a primary school that joined the "New elementary education" as an example, the author tries to give some strategy to build the teacher's learning community. And all of studies will be carried out from two aspects. The first kind of strategy may be to improve the teacher's professional self-awareness. With it, the school will form an open atmosphere and a more democratic management manner. The second kind of strategy for building teachers' learning community may be to promote teachers' echelon formation.
