National long-tem educatoin reform and development program (2010-2020) points out:improving teachers' application of information technology level; updating the teaching concepts;improving teaching methods to improve teaching effectiveness;improving teachers' professional level;perfecing the training system; completing the training plan;optimizing the construction of teachers group; improving teachers' professional level and teaching ability;Perfecting teachers training system;Teacher training should be included in the government budgets; training all the teachers every five years.In education informatization process, the training of improving the ability of teachers'instructional technology can not meet the Praetieal requirements, beeause it has some shortages:training focuses on content,content from practice , evaluation unreasonable.That make no vigorous application after training to improve their teaching.This paper analyses the present situation of the Educational Technology Ability training of Elementary and middle schools Teachers and puts forward the problems of the primary and secondary school teachers education technical training,aiming at solve the problems, try to introduce learning community to improve training,to construct the trainning mode of improving the Educational Technology Ability of Elementary and middle schools Teachers by Teachers' Learning Community.The training mode is a "mission driving-community study supporting -multiple evaluation"model,this model's task is the practice puzzling the teacher's question stimulating the teachers'motivation,the mode support the various activities to implve the education technical ability;it has the network and face-to-face two forms; teacher can choose to participate in the activities conveniently,according to their hobbies and actual conditions.Process Evaluation is beneficial to encourage Teachers' participation,improving the training effectiveness.of Eudactional Technology Ability The author explains the Teachers' learning community environment:and elaborates the teachers' Learning Community's study from different aspects,such as individual level,group level and community level.This paper tries to elaborate the every section.of Teachers' Learning community's training in group level Then author does a detailed feasibility analysis from theory and reality two aspects and puts forward the mode's implementing Suggestions. Finally the study and future are summarized.
