The three-level curricular system-namely state-local-school system-is a key point in the new round of education reform. It requires schools, as an active main body in the reform, to construct and establish the school-based curriculum according to the respective situations and conditions.Quite a few schools have made trials in many aspects to distinguish the school-based curriculum developed from the traditional national curriculum. Nevertheless, the effort met with bottlenecks such as the lack of curricular resources, teachers and teaching facilities. Some triers are even held back by some practical problems like the improper collection and collocation of resources, and the low efficiency in utilizing the resources. In response to the problems mentioned above, this project proposes the theoretical framework of school-based curriculum development on the basis of Constructuralism. Furthermore, in explaining Dewey's theory of New Curricula that school-based curriculum is a critical supplementary part of other curricula with an irreplaceable significance, this project develops Dewey's theory into the foundation of school-based curriculum development which is supposed to reflect Constructuralism and the student-centered teaching conception. This project proposes a view that school-based curriculum development should utilize higher education resources. Cooperation between secondary schools and higher education institutions, including teacher training, textbook compiling and experimental facilities sharing, is needed in order to address the problem of the lack of curricular resources. To support that cooperation, modern educational technologies such as Moodle are also needed. The cooperation with Shanghai Jiao Tong University in the development of the school-based course Robot Design has provided both theoretical and practical experience to this project in studying the mainstay of secondary schools and establishing the cooperation platform with higher education institutions. In this project, we have made experimental efforts such as training teachers in higher education institutions, developing school-based courses and textbooks in cooperation with university teachers, and evaluating student performance with the presence of university teachers. We are glad to see the favourable outcome of our reserch practice in this year. This project not only provides a reference methodology system for school-based curriculum development, but also presents a feasible and accessible channel to exploiting the necessary resources. It is needed as well as required that educational resources should be shared between secondary and higher education. It is the sincere hope of all the participants of this project that the outcomes provided here can be the valuable reference of similar researches and education reform.
