The new curriculum implements of the central, local and school course management system, which empowers teachers the powers of courses decision-making and curriculum development, which advocates teachers should actively develop and utilize of curriculum resources.Development capability and level of teachers depends on the curriculum resource development capability.To research affecting factors and ways to enhance the ability of teachers to develop curriculum resources.which promoting to improve teachers’ education teaching skills and to help solve the problems existing in the development of curriculum resources.This thesis consists of five parts.Part One:Introduction. Which introduces the background of issues;significance;the profile of the domestic and international research;defining of concepts;research methods and the route.Part Two:The capabilities and structure of curriculum resource development,which mainly analysis the five elements and structure of the capabilities of curriculum resource development.Firstly,basedonthedevelopmentprocessofcurriculumresources,teachers should have the ability to develop curriculum resources are divided into five abilities:cognitive ability,identification and analysis capabilities,planning and design capability,the ability of integrate and creation,coordination and communication skills. Secondly, explains the concept of each competence factors, significance, content, requirement Thirdly, analysis of teachers’ curriculum resources development ability the relationship between the five elements, they are connected to each other, and influence each other, inseparable.Part Three:The third part is current research of Chinese teachers’curriculum resources development ability for junior middle school in Hunan Province.The investigation is made by questionnaire, interview for70teachers around the cities in Hunan Province, which made analyze from positive and negative aspects to the current situation of curriculum resources development ability of Chinese teachers.The positive aspect is that teachers have a comprehensive understanding about the curriculum resources, they can select curriculum resources according to the curriculum and teaching needs, they can make full use of the information development of cyber source, and they can focus on cooperation between the peers.The negative aspect is that the development of curriculum resources awareness and action are inconsistent, curriculum resources development depends on the teachers’ teaching consciousness, lack of a clear planning and design, the content of development more unitary, teachers in township and city teacher have different ability about curriculum resources development ability.Part four: The influence factors of teachers’ curriculum resources development ability analysis.Two aspects including internal factors and external factors.Internal factors include teachers’ history background, professional knowledge and skills, teaching consciousness and individual interests, and teachers’ professional happiness.External factors including language discipline status, school resources situation and system support, teachers, peer support and guidance from an expert in course.Part Five: How to improve teachers’ ability of curriculum resource development. Improve teachers’ ability of curriculum resource development is dependent on the teacher’s own efforts and the external environment, such as school, society and family support.The teacher must strengthen lifelong learning, improve the knowledge system, enhance the specialized ability.The teacher must renewing the concepts of curriculum,establish astrong sense of curriculum resources development.The teacher must based on the teaching situation, reflections on development practice.To strengthen teachers and multilateral cooperation, Including between teachers, and curriculum experts, and the cooperation between students and students’ parents. School for teachers to provide a good external conditions, give teacher empowerment energized, set up the mechanism of curriculum resource development. Schools to establish and improve teacher training mode, establish training system, reasonable establishment curriculum, use flexible training mode.
