Complications of birth control surgery in Chinese rural areas are an important problem, especially the compulsory administrative methods which has resulted in millions of country women' complications as vaginal ring operation, ligation and induction of labor which were used in 1980s. Up to present, the size of sufferer, number of problems and degree of affection has become higher than we could ever imagine. Although, birth control surgery and its relative policies do release the pressure of lager population to some extent, the costs of these public policies have not been referred yet.Because it does not have a clear understanding on the country women who had complicated by the birth control surgery, the thesis will begin with an macroscopic analysis, in this part, the document on the transition of birth control policy and its execution will be adopted to discuss the origin of this group, meanwhile, theories about country and social, Lewis Coser's expression of hostility, and Dahrendorf's Quasi-groups and interest groups will be applied to analyze the rout of this disadvantaged group. The next part is the description of their real life according to mass statistical data and abundant and accurate case studies. And read the real life of this group under the structure of relating disadvantaged group theory in terms of their family, personal information, feeling, and countermeasures of the complications. The research finds that the complication of birth control surgery has became popularly in rural areas, besides, the identification of it is also difficult. Moreover, there is not a standard to compensate the surfers. All of these lead most of patients to sustain the physical, mental, and economic burdens, and be desperate at life and recovery. When they want to apply for their own right, most of them would become salient in the face of strange government, while others take the radical way, little gain and great lose. Hence, empowerment should be given to members of this group, and the accordance of rights is of overwhelming importance.The last part of the thesis is the conclusion and reflection about the study. Under the enlightenment of Robert King Merton's theory of the invisible function of social policy, a conclusion could be reached that birth control policy (from 1980) in China has made some mistakes as well as goods. Compared with the change of birth rate in other countries, researches showed obviously that the decline of birth rate in both developed and developing countries has been existing without the compulsory birth control policy like China. Consequently, suggestion given to National Population and Family Planning Commission of P.R.C is to abandon the fixed thinking under the planned economy system, to esteem the law of population, and to turn the birth control policy to family planning under the guidance of man-oriented thought.
