Study On Framwork Making For Science And Technology Plan Of Research University Under The Angle Of Triple Helix

With the accelerated process of globalization, and the trend of integration of science and technology and economic and social development gradual strengthening, the internal and external development environment of science and technology and higher education has undergone tremendous changes. And the academic research functions and status in Research University also have the resulting changes, which makes the technological activities and the utilization of resources of concern. Formulating science and technology plan is the premise and guarantee for a research university to develop technology, it also has very important significance for our country to learn to promote further cooperation between industry and university, build national innovation system and create a new situation for personnel training and knowledge innovation.Triple Helix interprets the ideal interaction among university, business and government in the knowledge economy. To discuss research universites'role of promotion of research cooperation and national innovation system from the perspective of Triple Helix provides a new perspective to make better understanding of university'role in social development and economic progress. This paper argues it feasible and necessary to place Research University within the framework of triple helix, and to guide plan formulating.In accordance with the model of "literature review-identifying problems-modeling-proposing framework", this paper can be divided into four parts. Through the integrated use of theories and methods of higher education, technology management and triple helix, this paper first summarized the functions positioning of research universities, science and technology plan and development of triple helix theory. Then it discussed the relationship between university and government, industry, research institutions, and the main functions of its own. A triple helix model of research universities is constructed, based on which a general framework for science and technology planning is proposed.
