Education is the foundation of the national prosperity and educational fairness is the crucial basement of social fairness. With the development of economy of China, the disparity between regional economies has been growing rapidly. As a result, the fairness of the compulsory education between the rural and urban areas has come into the publics'focus since it formed an obstacle against the progress of the whole country's education. In a word, the topic concerning the equity of compulsory education between the rural and urban areas, which is mainly what this paper talked about, is worthy to analysis.The gap of the current compulsory education level between the rural and urban areas is proved to exist by processing data from 2001 to 2010, on the foundation of which deeper causes of the unbalance between the urban and the rural areas are explored as well as the economic structure, the policy of compulsory education etc. Through analysis above, a conclusion was obvious that several factors, such as the influence in dualistic structure of the urban and rural, the infection of educational policy and the department of rural teachers in elementary school, are dominating for the unbalance between the urban and rural areas in the process to implement the compulsory education. At the end of this paper, suggestions that help to realize truly fairness towards every child are proposed, taking into account the current actual state of education development in China.
