Primary and Secondary Schools education is a key Period to form knowledge, attitude and technical ability for teenager. Now, every country consider training a qualified citizen as a main target of the primary and secondary schools civics and citizenship education, which achieved by dedicated civics and citizenship education programs or comprehensive public education system. And assessment is an essential part of implementation of the civics and citizenship education. Australia started a three years evaluation of the primary and secondary school education since 2004. They developed a structured evaluation content, scientific evaluation standards, which had formed a unique evaluation system for civic education. Australia has extensive experience and proven operating solutions, it is useful for us to learn the formed Australia and construct evaluation system of Chinese civic education.Using literature analytical method and referencing to a large number of books and papers about assessment of civics and citizenship education in Australian primary and secondary schools. This paper classifies and analyzes ideas of these books and papers. In addition, This paper summaries successful experiences of assessment of civics and citizenship education in Australian primary and secondary schools. By comparison, China is lack of national assessment of civics and citizenship education in primary and secondary schools. We should establish assessment system of civics and citizenship education in order to improve the scientific proficiency of civics and citizenship education assessment, and then provide valuable references.The feature of the study is that it discusses in deeply assessment system of civics and citizenship education in Australian primary and secondary schools. First, it introduces the background of civics and citizenship education assessment in Australian primary and secondary schools, and then describes the contents and standards of civics and citizenship education assessment in primary and secondary schools. Second, this paper analyses the assessment results, then comes to the characteristics of civics and citizenship education assessment in primary and secondary schools——the integrity of assessment contents,the scientific of assessment standards,the completeness of assessment system and the cyclicity of assessment. Finally, because our country has not yet formed an independent assessment system for civics and citizenship education in primary and secondary schools, so this sturdy proposes that China should set up national assessment institution, develop comprehensive assessment contents, and then build a sound assessment system in order to promote systematic of assessment and ensure effective implementation of civics and citizenship education assessment in primary and secondary schools. |
