Our country has started the enrollment expansion in regular higher education institutions since 1999. The enrollment expansion might give rise to certain kind of change in the teaching quality. In order to guarantee the quality, a variety of related policies have been effected. This is the tenth year since the enrollment expansion. Therefore, it is quite necessary to make a thorough research into the effects of these policies.Employing textual policy analysis, the paper deals in detail with the policy backgrounds, contents, measures and the effects since the expansion. In accordance with the definition of teaching quality, the paper specifies the main aspects regarding it as follows, educational facilities, quality of facalties, sciencificity of undergraduate specializations and majors, practical teaching and curricular excellence, macro administration of teaching affairs, and last but not least, the state project of undergraduate teaching quality and reform.It is found that some policies were carried out very well, while some others were not very well exerted. Hereby according to the problems and shortcomings pointed out by this research, it is specifically suggested that the government should pay more attention to the budget of educational investment and especially the carryout of it, to the further reinforcement of facalty, to the establishment of scientific entry-exit mechanism of specializations, and that the governments and universities should strike more for founding and managing state level and provincial level model centers of practical teaching, and that all the model curricula should be organized as a whole and let all the students have free access to them, and that the educational divisions should further reinforce the system of macro teaching administration and that suitable actions should be taken to let the educational goals and attainments sink gradually in the mind of the countrymen in an agreeable manner so as to call for more attention for the improvement of undergraduate teaching quality.
