| Human resources are the foundation of national development, education is the way for people development. The future of nation lies in education, and the future of nation lies in teachers. In China, teachers in rural primary and secondary school are three-fourth of total teachers, so improvement of their qualities has played important role in promoting the development of educational business of China. The important responsibility of teacher training is to upgrade the whole quality of rural teachers, which is the important way to promote the development of teacher continuing education. However, in recent years, followed by the continious enlargement of teacher training's scale at county-level cities, the contexts of teacher trainning policy appears some problems, seriously affects the quality of primary and middle school teachers' training at the county level. Study on the contexts of primary and secondary school teachers' training policy in county-level cities of China, not only is the need of theoretical development of teachers'training policy, but more is concerned with the improvement and development of basic education quality.Based on the study of the related concepts of primary and secondary school teachers' training policy contexts at county-level cities, this paper set up analysis standards on contexts of teacher training policy, then proved these standards reasonable from the theoretical and practical perspectives.
