In recent years, the balanced development of compulsory education system has become a hot topic. China has implemented a "county-based" compulsory education system, and how to evaluate the development of education in each county is thus top on the agenda. The evaluation system in my paper is constructed to meet this need, and will play a significant role in promoting the balanced development of compulsory education system in our country.This paper applies literature review method, case study method and surveying method, answers questions including "what to construct", "why to construct" and "how to construct". First of all, some terms related to the compulsory education system evaluation are clarified, which naturally lead to the answer of "what to construct". Then the current situation of county's compulsory education interscolaire equilibrium and the corresponding evaluation system are surveyed, which answers "why to construct". Last but not the least, the main framework of the evaluation system and suggest on some details is bringed up, which eventually answers the "how to construct" question. The paper is organized as below:Chapter 1.Introduction. This chapter detailed that why I choose this research topic, my research goal, main research content, application of my research, and some literature reviews. It is followed as a guide of my research methodology in the next chapters.Chapter 2. Definition. In this chapter, concepts such as compulsory education, balanced development of compulsory education, "county-based" balanced development of compulsory education, evaluation system, and other research related terms are mainly clarified and explained.Chapter 3. The why question. Why do we need a "county-based" evaluation system of compulsory education? This chapter focuses on surveying the current situation of our country's compulsory education interscolaire equilibrium and evaluation of it. First the case study methodology in indentifying that what situation on the county's compulsory education interscolaire equilibrium is employed. Then the "county-based" compulsory education system is evaluated as a whole.Chapter 4.The framework of a universal evaluation system to gauge the development of compulsory education in counties are suggested on. The framework is built around four parts, including evaluation counterparty, evaluation criteria, criteria weights and evaluation quantification. This framework will lay solid background in building a complete evaluation system of "county-based" compulsory education in the future.
