With the new public management movement in a global perspective, our country's higher education system is undergoing a positive and profound change in which higher education staff system is an important move in the reform of higher education system.Under the framework of the new public management theory, this paper collects a series of rules and policies made by the government in recent years aiming at higher education and administration and comes to the conclusion by analyzing that the new public management movement has caused a substantial change in higher education and its managerial mode. This big change show itself in many ways:more power is given to colleges in order to make them self-governed; performance evaluation method based on efficiency and benefit promotes colleges to adopt competition system and market factors; a staff system is set up to make a professional managerial system in higher education. Therefore, education staff system is theoretically based on the new public administration theory and modern HR theory.By analyzing the theoretical significance of the staff system from the aspects of public policy and HR management, the author finds that the staff system makes it clear that the managerial main body of higher education, that is the managerial staff, is transformed from the administrators to independent educational staff with certain professions. Therefore, it paves the way to professional higher education management. Meanwhile, the current staff system stresses a title-based way of classification, which is not good to the staff's understanding of management profession and specialty and the transformation of their management concept. By the case study of two typical problems in staff system, this paper shows that after a long-time dependence on government administrative system, the management in high education has a strong governmental atmosphere, which is the fundamental obstacle to the realization of staff system.Using organizational culture theory, this paper analyses the characteristics of levels such as material, behavior, system and spirit. It finds that the transformation of organizational culture is the root of organization change. Therefore, in order to reform the staff system, we have to change the value system, professional attitude, behavior of higher education management to form a new culture mode of higher education management with managerialism as its core. After analyzing the theory and practice of professionalization, this paper comes to the conclusion that the professionalization of higer education staff accords with modern professional development and is a good operational way to effectively promote the reform of higher education managerial culture.According to the, study of the theory and practice of staff system, this paper takes the college management of a comprehensive university as an example, demonstrates the effect and positive meaning of staff system on the weak college management of higher education. Therefore, in implementing staff system, the status and core value of the staff should be clear; a flat management organization and professional staff ought to be set up; a classified management and a performance evaluation mechanism need to be built; learning from business administration is needed to promote staff's professional development.
