| With the deepening of the staffing reform in Colleges and universities in recent years,the proportion of non-staff personnel is becoming higher and higher.How to strengthen the management of non-staff personnel and establish a perfect incentive system for non-staff personnel has become a very important aspect.Especially in the construction of "double first-class" colleges and universities,higher requirements are also put forward for the personnel construction of colleges and universities.Under this background,we should explore an effective reform path to solve some problems existing in the incentive system of non-staff personnel in Colleges and universities at the present stage.The 14 th five-year plan has more clear guidance for the construction of "double first-class" colleges and universities.It is required to build a high-level personnel team in terms of the construction of teaching staff and the construction of university managers.How to establish a high-level personnel team system is also related to the construction achievements of "double first-class" colleges and universities.It should be noted that non-staff personnel are more prone to job burnout than non-staff personnel.There are still some deficiencies in material incentive and spiritual incentive,which also has a certain adverse impact on the management of non-staff personnel in Colleges and universities.Therefore,it is necessary to establish a perfect incentive system,effectively solve some problems existing in the incentive of non-staff personnel in Colleges and universities,improve the incentive effect and eliminate the job burnout of non-staff personnel by strengthening the incentive measures for non-staff personnel,which is also of great significance to promote the construction of "double first-class" colleges and universities.Taking X University as an example,this paper optimizes the incentive system of non-staff personnel in "double first-class" universities.Firstly,it expounds the relevant theoretical basis,then analyzes the current situation of the incentive system of non-staff personnel in X University,explores the basic situation of the incentive system of non-staff personnel in X university through a questionnaire survey,and analyzes its current problems and reasons.In view of the problems existing in the incentive system for non-staff personnel of X University,combined with its reality and the basic requirements of the construction of "double firstclass" universities,this paper puts forward the corresponding optimization strategy for the incentive system for non-staff personnel of X university.Finally,it puts forward the guarantee measures for the optimization of the incentive system of non-staff personnel in X University,including resource guarantee,personnel guarantee and cultural construction guarantee. |
