College student affairs is an important part of higher education system, which plays an important role on completion of school education goal. Based on the analysis of results of the students development history in the relevant countries ,the concepts of college student affairs can be devided into regulatory philosophy, service philosophy and "developmental" conception. Different concepts of student affairs have their own specific formation reasons ,which have also showed different performance, characteristics in practice . The evolution of concepts of student affairs from regulatory concept to the developmental philosophy reflects the necessity and regularity of student affairs development of higher education."Developmental"conception of student affairs falls under the theoretical influence of two implications: Philosophical and practical aspects. Philosophy concept are mainly affected by the humanistic philosophy, which have laid the fundation of people-centered core value system of student affairs. And, practical concepts are mainly affected by theories of the US students` development and public governance, which have directed the specific implementation of "developmental" student affairs.The conception of "developmental" student affairs inculds three levels: The first level points out the nature of student affairs, that is what student affairs means, and this concept states student affairs is one education program inculding a lot of transactional work, with three functions: management, services and teaching practice, and student affairs take students as the starting point and destination. The second level is the student affairs` objective of positioning, that is to say, student development should be the fundamental objectives of college student affairs. The research on student developmental theory reveals the developmental reason, that is what can be measurable for students. Student developmental theory points out the feasibility objective for the construction of "developmental" student affairs. The third level is the methodology of "developmental" student affairs. Democracy, science and opening marks it.The development of student affairs conception is the basis for the transformation of student affair practice in our country. The conception of "developmental" student affairs comes up with theoretical consensus and basic principles on construction of new student affairs and make some improvements for the current system, content and method of student affairs according to relevant experience. For example,enhancing the status of student affairs system in institutions of higher education management, integrating and streamlining relevant departments, setting up departments in accordance with the content of student affairs,building specialized team of affairs and exercise democracy etc. The artical are trying to research the conception of student affairs in order to promotion the change in our country student affairs, and arriving the goal of education---stedent's development .
