Along with the more attention to national vocational education, the reform of promoting vocational education development become a very important part in classroom teaching assessment, and education reform is the core content of the reform of evaluation. Effective classroom teaching assessment can promote teachers' and students' development, and also it has very important significance to improve the teaching level and technical personnel training quality. Therefore, how to establish an accord with the development of The Times and the modern education concept, teaching evaluation system is the main problem in this paper.Based on the literature review and investigation, the paper expounds the main problems of the secondary language classroom teaching assessment, mainly including: insufficient attention for school language classroom teaching assessment, little study for developmental teaching evaluation research, Classroom teaching assessment standards, lack of development-oriented evaluation index system is multifarious, Quantitative evaluation, way too lack of scientific operation procedures, Evaluation, self assessment main leadership in less, Evaluation function disorder, lack of planning and evaluation.In order to overcome the existing problems of language teaching evaluation in the current secondary school, the author expounds developmental principle and concept in the secondary language classroom teaching assessment. With the support of experts in Lianyungang city, the author did a lot of questionnaire and analysis of the index system. the author constructed a secondary language developmental teaching evaluation index system, including three Assessment Forms, namely the secondary language development,classroom teaching assessment using tables (teacher),secondary language discipline development Assessment Form (student evaluation of classroom teaching with tables and secondary language classroom teaching reflection developmental Assessment Form (instructional leadership in table).It pays attention to the evaluation of nature, orientation, who embodies the feasibility and effectiveness of principle, evaluation form covers colleagues and students, self and school leaders from four aspects such as the main body, the evaluation on the evaluation of using qualitative assessment and evaluation, evaluation purpose on the teachers' comprehensive development, actively develop and sustainable development, and developmental teaching evaluation. At the same time, the author did case study in the school language groups, through case analysis, further defined developmental problems with attention and steps in the classroom teaching assessment.
