Research On Higher Education Dual Pricing Mechanism Of The Government And Market

Under the socialist market economic system, higher education is affected by the mechanism of government and market resources allocation. As a quasi-public product, the higher education tuition should be under the mechanism of government and market system. From the quasi-public goods attributes of higher education, this thesis had combined with public goods theory, human capital theory, education cost-sharing theory and price management theory, and had analyzed the logical relationship between the tuition pricing and the dual mechanism of government and market. Then, that had studied on the present situation and causes of our countries high education tuition pricing mechanism and had put forward corresponding tactics. At last, these countermeasures and thinking looks can provides the meager strength to our country higher education tuition pricing system reform.According to the logic of ideas, this paper had divided into four parts:The first and second chapter had described the background of this study, significance, related research and theoretical research articles, and had defined the related concepts.From the quasi-public goods attributes of higher education, the third chapter had analyzed the internal law of the higher education tuition pricing. Meanwhile, from both government and market mechanisms, its also had analyzed the market behavior and government action on the tuition pricing, and on this basis, defined the government and market price of the dual mechanism in the tuition fees prerequisite for effective use. At the same time, its also had introduced the refer foreign experience of the dual tuition pricing.The fourth chapter had introduced the use of the dual status on higher tuition pricing mechanism, and had analyzed the underlying causes of the failure.For the current problems and causes in the tuition pricing mechanism in China and refer foreign experience, the fifth chapter had put forward corresponding tactics from the government, market and the higher school.Through the research, this paper had draw some beneficial conclusions:the higher tuition pricing should be on the dual pricing mechanism and can not relied on the government or the market mechanism for the quasi-public goods, special market features of higher education and the failure of government and market. So, on our higher education tuition pricing, we should reconstruct the government-led mechanism, improve the market adjustment mechanism, while strengthening the university self-regulation mechanism, then form an effective "government, universities, market" tripartite mechanism to ensure the dual pricing mechanism for rational application and effective operation.
