As the center of high-level scientific research, the center of training talent person and grand master, and the combinative center of science and industry, the research university plays an important role in the strategy of developing the country by relying on science and education. The most important thing for the research university---scientific research is not only the necessary function but also the unavoidable duty for the society. With the rapid development of the university, scientific research has become the core competence of the research university. At the same time, how to evaluate teachers'achievements became the important work of the relative administration to arouse teachers'initiative of researching. Now the evaluation methods are most depend on the amount of disquisitions and compositions which the teacher published, the level of the research project and the amount of the prizes of provincial level and national level and so on. The current evaluation method is not only making against encouraging the young teachers to engage in scientific research, but also leading to the phenomenon of "prefer quantity to quality" and "prefer researching to teaching". It violated the school's duty which is imparting knowledge and educating people as well as impeded the long term development of school's scientific research.From the theoretical principle of human resources management, scientific research evaluation, education evaluation, and encouragement, this paper elaborates the basic meaning of the research university, analyzes the current situation of evaluation about the teachers'research achievement, points out the main problem existing of this work, and reveals the weakness of the teacher's research achievement evaluation system through analysis and sum up. Meanwhile, for the former research this paper selects the essence and discards the dross. Analyze the reason and find the solution, and resolve the problem in time. Set up the teacher's scientific research achievement evaluation system through DEA. Finally, bring forward the safeguard measure for building teachers'scientific research achievement system in research universities to standardize the assessment index and scientific research management, and to affect the encouragement. Maximize the teachers'activity of the scientific research.
