This paper concerns the current reality of school moral education reform, since the reform and opening up the history of the sort of moral education reform, facing to worldwide moral crisis, facing to the low problem contemporary context of social transformation moral education in China,some scholars have shown concern on the value of modernization and attachment to traditional values, also willing to return and to resort to traditional values approach to the plight, in view of this reference, based on the theory of investigation and analysis of history, reflect on the lessons of history, pointed out that the traditional moral lack of basis epistemological, right, rational, pluralism, it has not overcome its own shortcomings, stand still in the agricultural civilization and can not enter more advanced form of civilization, modernizing reforms of its own factors that can not be bred.By exploring macro social and cultural factors behind the reform, considering the context of modern society restructuring, reveals the cultural traditions and contemporary problems of the intertwined effects of moral reform, understanding of the civic education is to the modern transformation of moral direction, In order to develop a mature modern citizen, it is necessary of traditional moral education reforming to citizens education.for a long-standing ethical standard order and social control, and moral generalization of Chinese society, citizens to break the traditional character of moral personality prison, the release of the individual value was the modern meaning, culture and modern spirit to adapt to the freedom, equality, independence and the rule of law than ever before to the urgent, The value of transition from the old multi is not terrible, causing some confusion in thinking is temporary, this trend of civic education as well as learn from foreign experience, for our value-oriented civic education has been tried, sound civic education is the civil rights of personality and the fundamental goal of modern society, culture conflict theory of rational thinking and the value of just to meet modern civil society and civic education trends.
