Research On The Construction Of China's Civil Assets Declaration System

The so called "Sunshine Act"---civil servants assets declaration system, is an effective system to prevent corruption, reinforce the construction of a clean government, and improve public service. There are four parts of this paper which analyzes and discusses our country's civil servants assets declaration system.In the first part, it makes a study of the general situation of our country's civil servants assets declaration system. It concentrates on its development in our county,looking into the rules of Chongqing and Altay in Xinjiang province,then comes up the characteristics and defects of the system in our country.In the second part, the paper expounds basic theories of civil servants assets declaration system and elaborates its connotation,functions and meanings in law. This part mainly focuses on discussing and defining its concepts,constitution and rules, meanwhile illustrates its functions and meanings.In the third part, there is a comparative research between foreign countries and our country. By the comparative study in America,Korean and the Philippines, we get some enlightenments which could be helpful in building and perfecting our country's system.In the last part, it probes into several problems of our system,and then puts forward some suggestions on the following aspects:legislating to guarantee the civil servants assets declaration system; for public interest, if necessary, restricting the privacy of civil servants to ensure the public right to information; building and perfecting the supporting system in six aspects. Hoping those scant efforts can make some contribution to the building and perfection of our country's civil servants assets declaration system.
