Study On China Emergency Management System Of Earthquake

Locating between pacific seismic zone and Euro-Asia seismic zone, our country is one of the countries which suffer from the frequently earthquakes and endure the heavy disasters. Earthquakes have caused great injuries and deaths, and huge economic losses. Especially, during "5.12 Wenchun Earthquake" in 2008 and "Tangshan Earthquake" in 1976, disastrous lasses happened. In order to protect people's lives and reduce the losses caused by earthquake, our state of council pay great emphasis on the tasks of preventing and reducing natural disasters, and experts and scholars also take the study of "Earthquake Emergency Management System" as their magnificent mission.This paper follows the principals of integrating theory with practice, natural science with social science and comprehensive analysis with comparative analysis. It studies on the Emergency System in Earthquake Emergency Management, based on the general survey of Emergency Management Study home and abroad. It studies the existing problems in the present "Emergency Planning System in Earthquake" in accordance to the situation nowadays, by concluding the four key factors like "Emergency Planning Management", "Emergency Organization System", "Emergency Scheme System" and "Emergency Laws System", and analyzing the decisive factors and influential elements, such as Dynamic Management in compiling "Emergency Planning". And, it presents advices to improve the "Emergency Planning System" through comparing with the advanced and scientific experiences and researching achievements of America and Japan, etc., and treasure experiences of ourselves.(1) Regarding to the institute of Emergency Planning system, it suggest to consummate the network of Emergency Planning system by reinforce compiling and management of elemental Emergency Planning systems such as the system in communities and villages.(2) Referring to the problems in content of Emergency Planning System in earthquake, it advises as follows:1) For most of the existing planning systems in different levels are vague and not feasible, it suggest to emphasize on the probable problems occurred in Emergency through comparing the differences of natural environment, social economy and politics and civilization inter local.2) Enhance the risk analysis of earthquake and Emergency manipulation capacity. Choose the most practical and efficient strategy based on evaluating the Emergency resources and capacities which assort with the potential hazards, when compiling the Emergency planning systems.3) The Emergency Planning System should be detailed, complete, covering the probable occurrence as much as possible.4) The content of different Emergency systems in difference level should keep coherent.5) Clearly state the responsibilities of each organization and the contact of key personnel.6) Add the editing conditions, procedures, and Emergency rehearsal to the planning system.(3) With regard to the problems in dynamic management, it suggest to add provisions of editing conditions, procedures, forming a editing institution of routing edition, audit and recording.
