Strengthen The Earthquake Emergency And Rescue System Of Heilongjiang Province

There is a peak period of emergent events of natural hazards with theeconomic development and growth in China. The seismic hazard has beenincreasingly imposing a great influence on life security, economic developmentand social stability. The Wenchuan earthquake of12May2008and theTohoku-Oki earthquake of11March2011are still shock illustraions in the publicand the media at home and abroad. Therefore, the earthquake emergency andrescue system is of particular importance. Research and improvement of theearthquake emergency and rescue system in Heilongjiang Province are ofimportant significance to ensure the safety of life and property and socialstability in the locality.At present, the earthquake emergency and rescue system is an important partof the management of sudden public events in nations from all over the world. Incomparison with the developed countries, there are several features for theearthquake emergency and rescue system in China:(1) the research of theearthquake emergency and rescue system starts relatively late;(2) themanagement theory and style of the earthquake emergency and rescue system isat the culmination of the initial research and at an intermediate stage ofdevelopment;(3) the research of the specific problems of earthquake emergencyand rescue system is lack of experience;(4) there are no unified and completetheoretical system management for the earthquake emergency and rescue system,which is unable to satisfy the current requirements of the earthquake emergencyand rescue system in domastic. This thesis is to discuss the construction andresearch of the earthquake emergency and rescue system in HeilongjiangProvince, which is a beneficial experiment and study of searching effectivemeasures to construct and promote of the earthquake emergency and rescuesystem.This thesis analyzes the status of management of the earthquake emergencyand rescue system in Heilongjiang Province by using methods of fieldinvestigation, research seminar and literature review. Based on the situations andpratical applications in domestic and Heilongjiang Province, the improvements of scientificalness and praticability of the earthquake emergency and rescuesystem are put forward from the perspective of public management.The situations and deficiencies of the earthquake emergency and rescuesystem are systematically studied in this thesis. The improvement scheme andspecific measures considering the practical situations in Heilongjiang Provinceare put forward and is aimed at difficult and key problems by using the advancedexperience of the earthquake emergency and rescue system at home and abroadfor reference. The research results consist of both macroscopic policies andmicrocosmic technical methods, which provides feasible and pratical sulotions tomake the management and the transforming, from post-seismic emergency tosource prevention, of the earthquake emergency and rescue system inHeilongjiang Province come true.
