| Crisis management has become one of the most important part of public management. The article does a research to make a further combination of the synergetics theory and the public crisis management. That includes analysing the division of subsystem, the order parameters, the self-organization and the interactions of the subsystems of the public management system and putting forward the public crisis synergetic management system model. The article does the first systematic study on the public crisis surge capacity, does a matching analysis on the character of the agents and the demand of the different level of public crisis and proposes the surge capacity construction general model and strategy of the public crisis synergetic management system. |
