If a country or a nation does not have the hero , does not have the elite , it will deteriorate , perish.The elite are outstanding elements in the country, the nationality and the society who have the tremendous influence to the populace. In any society, The elite are only a small proportion, but they have tremendous social influence and control to society. Elite crime is our current highlighted social problems during the social transition period. Elite crime showed the following characteristics: superb crime means, difficult to detect; intricate network of relationships, difficult to deal with; serious society consequences; corrupt social values and cause a crisis of confidence and so on. The academic study of the elite crime is still relatively small, but there are more in-depth study about job-related crimes and white-collar crime. Job-related crimes, white-collar crime and the elite crimes are similar in some respects, but the differences are relatively obvious . First of all, from the aspect of the main criminal, the main body of the elite crime is the elite talents, but the main body of job-related crimes and white-collar crime are only part of the elite within the meaning of this article, the three crimes are cross-relations in the connotation. Secondly, from the aspect of behavioral objective, the job-related crimes and white-collar crime mainly use their facilities of their duties and business, while the elite crime includes the other causes.Therefore, in accordance with the characteristics of the elite crime, it is necessary to study the cause of the crime and try to find out a feasible strategy for prevention. The cause of the elite crime and job-related crimes, white-collar crime are all due to the over-pursuit of power and money , as well as the imperfect legal system and lack of supervision. However, the factors that led to the elite crime are some special places, such as historical factors, social and moral factors, and desires for specific items.The elite are easy to evade supervision and constraints as a result of elite groups own strong reputation and influence in society. For these reasons, when we propose preventive measures, in addition to the prevention measures similar to job-related crimes and white-collar crimes, we should further strengthen the elite's self-education so that the elite will be within the law, and ultimately their behaviors are law-abiding.
