Research On The Path Of Elite Mobilization Under The Background Of Rural Transition

Village elite is the key factor in rural development,which plays an important role in maintaining local social relations,improving grass-roots governance capacity and promoting local economic level,laying an important social foundation for China’s rural development.However,with the acceleration of urbanization and industrialization,the outflow of a large number of rural elites makes the rural development face the problem of lack of talents,hindering the rural development,and then leads to the difficulties of rural governance.The rich mineral resources of D Town and the mineral economy developed from this have provided a large number of employment opportunities,so the outflow of population is small,maintaining a relatively complete social structure.But along with the national environmental protection system And increasingly strict policy,in the national coal mine shutdown policy,lost young jobs began to go out to work,which makes mainly blood,geographical social connection increasingly loose,the villagers’ sense of identity and belonging,participate in village public affairs,village caused by the "sparse" public crisis.In the context of rural revitalization,according to the national strategic development requirements,local grass-roots governments promote rural development from the aspects of industrial transformation,human governance and beautiful rural construction.Grassroots governance affairs increase,requiring a large number of rural elites to participate in the construction of public affairs.But due to the loss of population and the village public decline Back,the grassroots are faced with strong development orientation and strong development demands and weak development capacity contradiction.The superior geographical location of D Town Y Village near the provincial capital city and the development of traditional mineral industry attract a group of local elites to operate personal undertakings in the village,and take into account family development,so as to realize their own life planning.How to mobilize the left behind in the village of traditional elite and development in the village regeneration elite,participate in village governance affairs,using its social capital,with efficient and low cost governance to achieve effective rural governance,realize the symbiosis,rebuild the rural governance community and rural public,realize rural revitalization,is the key problem to be solved in this study.This paper with D town Y village as the main case,the use of field survey,interview and literature method,deeply understand the local governance and development status and the practice of elite participation in village public affairs,explore the power of elite participate in village governance,deeply mobilize the rural elite process,and then mobilize the possible path to participate in village governance,namely how to mobilize the local elite to participate in rural governance.This study found that different types of elites have different superior resources and endogenous dynamics,which and then determine the complexity and diversity of incentive methods,which also means the path of elite mobilization Choice has diversity.Therefore,the mobilization path of this study is to adopt the way of classified mobilization,take social organizations as the platform,adopt a variety of incentive methods,establish a close connection with rural elites,absorb all kinds of elites to participate in village governance,and mobilize the enthusiasm of different elites to participate in village public affairs.That is,administrative mobilization for political elite,including political command mobilization,administrative task mobilization and party building leading mobilization;economic elite,including project mobilization and political benefit mobilization;and social elite,including face mobilization and value mobilization And emotional mobilization,and then in the process of rural revitalization,for how to mobilize rural elites to participate in rural governance.
