The view that "human society has been ruled by elites" can also be applied to China ’s rural society.With the change of the times and the development of the society,the elites in rural areas have also changed,that is,from the traditional cultural elites to the political elites in the period of nationalization of local society,and then to the economic elites who have become the emerging elites after the implementation of the villager autonomy law in 1982,and the first two stages The difference is that the economic elites at this time are difficult to promote the effective integration of rural society,which is not only because the endogenous order of rural society is not enough to meet the needs of modernization in a short time,but also because of the power vacuum caused by the sudden withdrawal of state power,and more related to the lack of political participation of the rural economic elites as the main body of the elite.This paper borrows the elite cycle From the perspective of theoretical analysis,this paper studies the causes of the lack of political participation of rural economic elites.In this paper,two villages with similar location factors in Henan and Hubei Province are selected as research cases.Through field investigation,the distribution of surnames,economic space,urbanization level,village cadres’ positions and other villages of Village C and village f are known.Through whether economic elites pay attention to collective affairs,especially the main performance of election village cadres as political participation,the political participation degree of rural economic elites in village f is found It is far higher than that of village C.through comparison,it is found that the nature,social basis and value production capacity of the two villages are the constants that affect the political participation of the economic elites.The author further generalizes them as the cultural,social and economic driving forces that affect the political participation of the economic elites.The process of the transformation of the economic elites from political participation to the ruling rural economic elites includes at least two steps: the production of the elites and the transformation of the elites.The former,based on the pursuit of individual interests,will have endogenous power,while the latter,especially when the economic power provided by the villages is insufficient,needs the support and guidance of the cultural power and social power.The author summarizes them At the same time,on the basis of the fact that the city is unbalanced,the next step of the economic elite production of the original rural community is more inclined to the diversion of the elite,that is,from the original rural community to the urban life with a higher level of public service,which will shake the social foundation of the village from the outside and further aggravate the lack of political participation of the village.
