Regional Security

The relationship between China and ASEAN has a long history. The both sides not only connect from land but also see each other across the sea. They already have intercourse from ancient times. During the cold war, because of the "cold war" concept and the influence of international situation, the both sides were inhospitable and confronting. But after cold war, with the good turning of international and regional situation and the more mutual interests, China and ASEAN have made some excellent cooperation in the area of politics, economics and security. Their bilateral relationship shows rapid, omni directional, systematical and multilevel characteristics. In the security area, the characteristics of China and ASEAN's cooperation are dialogic, negotiable, nonrestrictive, but it actually works very well, especially the nontraditional security steps faster than traditional security.The desertion is divided into four parts:Chapter one is the simple description of the security theory and characteristics, including the traditional security and the nontraditional security. Some scholar made such a definition: "the security is called, there are no threats externally and no terrifies subjectively." The traditional security is mainly some high political and secure issues from traditional significance, such as the national sovereignty, territory integrity, territory dissension, and some military situations among countries, etc. The nontraditional security issues are mainly the other security issues except from the traditional security issues. These issues was defined as low political and secure issues, such as economic security, terrorism, environmental pollution, population exploding, narcotics smuggling, cross-territorial criminals, and AIDS spreading, etc.Chapter two is the review of the bilateral security relationship and cooperation from the very beginning of the People's Republic of China foundation to the end of cold war. During the period from the PRC to the beginning of ASEAN, the both sides were suspicious of each other and take the opposite side as its threat. So that the bilateral security relationship came into confrontation. Up to the last 1970s-1980s, China and many ASEAN countries began to adjust their diplomacy strategy and foreign relationship to turn the bilateral relationship to be formal. After the cold war, the relationship between China and ASEAN developed very soon, the cooperation area of the two sides became wider and wider. In the new century, with the international situation's development and the new security problem's appearance, they two sides enhanced their cooperation in the nontraditional security area. Besides, this part also makes an important introduction to China and ASEAN's attitude and what they concern about the security issue.Chapter three is mainly discussing the current status quo and the operate mechanism of the security cooperation between China and ASEAN. In the traditional security area, the both sides overcome the conflicts and clashes of the territory issue, especially for the south sea issue. For Taiwan issue, the ASEAN countries all insist "one China" policy, and solving the Taiwan problem is China's interior affair. In nontraditional security area, the both sides enhance such issues, like the economic and finance security, striking cross-territorial criminals and narcotics selling, public sanitation security, environment protection and preventing environment pollution and natural disasters, etc.Chapter four is the prospects for the security cooperation between China and ASEAN, analysis for the disadvantages that influence their cooperation and the measures that could perfect it, and proposing my personal suggestions. From now on, the security cooperation between China and ASEAN will be set the "general security" concept and emphasis "cooperative security" much more than before. It will go on eliminating the disadvantages, enlarging the cooperation scope, combining the bilateral mechanism and multilateral mechanism, perfecting the cooperation channels, and defending the security development and prosperity of the region, even the Asia-pacific area.
