Security is the most essential category in international relations, and it is also one of the goals any country constantly purchases. During the Cold War, people usually confined their conception of security to military domains, overemphasized the importance of military security and rendered countries as the major parties involved. However, after the Cold War, peace, development and cooperation became the major global themes. At the same time, people's conception of security changed dramatically with flourishingly different new understandings. In accordance with the new international environment in Post-cold War period, ASEAN adopted the prime theory of new understanding of security and constructed a "comprehensive and cooperative" model for strategy security, which is typical of ASEAN characteristic. The key notion of it could be well represented in the establishment of "ASEAN Regional Forum", or ARF in short. In practice, the adjustment not only well preserved ASEAN security, but also played a significant role in establishing a relatively stable security environment and in building up a multi-lateral security mechanism for Asia-Pacific region.Generally, this thesis consists of five parts:The first part briefly analyzes the security strategies adopted by ASEAN during the Cold War. Through analysis, it is discovered that Southeast Asian countries in general fell into a dilemma in dealing with their own security problems. Therefore, they relied heavily on the protection of great powers, while enjoying autonomy to some extent. Therefore, it is quite usual that the expression and implementation of their security policies were inconsistent, or sometimes even conflicted with each other.The second part makes a thorough illustration of the new security situation of the ASEAN after the Cold War. During that period, the confrontation and tussle of America and Soviet Union ended up with the collapse of the Union;ASEAN and Indochina group abandoned their conflict and began to cooperate;and the security environment within ASEAN countries greatly improved. Meanwhile, the overall situation of the world as well as Asia-Pacific region tended to be more harmonious in terms of security.The third part analyzes the development of ASEAN new security conception afterthe Cold War. This part comes to the main points of the thesis, discussing in detail the ASEAN "comprehensive security" in terms of its development and content, as well as the notion of "cooperative security" model from the aspects of its origin, characteristics and major forms of implementation. By doing this, the underlying concept of decision makings of ASEAN security policies is detected.The fourth part mainly demonstrates how the new ASEAN strategy conception aided the evolution of security strategies from Cold War period to Post-cold War era. It then proposes four aspects of the current security strategies of ASEAN. First, the formation of a good internal and external environment guarantees "definite security" for ASEAN;second, the improvement of ARF helps establish a security mechanism which centers itself on ASEAN. Simultaneously, it promotes "the second tract" activities and prompts the formation of ASEAN security mechanism;third, the application of the military force transformation enables ASEAN to independently take the responsibility to protect itself against foreign invasion or interference;fourth, the enhancement of cooperation within ASEAN increases its economic strength and unity.The fifth part gives a brief analysis on the outlook and direction for the security strategic adjustment of ASEAN after the Cold War, including the challenges ASEAN would be faced with, strategic intentions of major powers, the inherent conflicts within ASEAN, the limited functions of ARF and so on. Lastly, taking consideration of all these problems, the thesis proposes several possible solutions, makes a prediction of its development trend and direction and points out the implications the adjustment of ASEAN security strategies have for China.
