A Research Into The Emergency Management Capacity Of Civil-servant In Xinjiang

Strengthening emergency management is an important guarantee to safeguard national security, social stability and the interests of the people, and an important element of the Government's social management and public service functions. Civil- servant as the first resource of the Government administration, is the functions of Government's various administrative carriers, and determines the quality of the Government's management level and efficiency. Its emergency management capacity is a concentrated expression of the responsible extent and the management effectiveness. Since ancient times, Xinjiang is the regions of multi-ethnic and multi-religious, and in the northwest border of the China, having an important strategic status and significance. The Civil-servant in Xinjiang must have higher standards and requirements, because of peculiarities of Xinjiang. Nicer emergency management capacity has to be necessary quality and critical competition of an excellent Civil-servant. So strengthen emergency management work in Xinjiang, must have to improve emergency management capacity of Civil-servant in Xinjiang.The paper in the light of special conditions in the frontier and ethnic minority region, connects emergency management with Civil-servant capacity-building, analyzes the special facets of emergency management in Xinjiang, and expounds the importance of improving emergency management capacity of Civil-servant in Xinjiang. On the basis of the literature research, designs a survey questionnaire according to actual situation in Xinjiang, and selects Civil-servants in five regions of Xinjiang as the object of the survey, analyzes the current actuality and inadequacy of emergency management capacity of Civil-servant in Xinjiang. And analyzes data qualitatively and quantitatively, and adds charts to paper in order to strengthen feasibility studies, puts forward the suggestion of increasing the emergency management capacity of Civil-servant in Xinjiang, hopes giving references for training and improving capacity of Civil-servant in Xinjiang.
