This article first of all introduced correlative training theoretics of enterprise's employees and civil servants to explain the current research status about training the civil servants. Then, by taking civil servants training of Xinjiang as case, through introducing general situation of Xinjiang civil servants training and existent problems, relieved existent problems in current system of Xinjiang civil servants training. Based on above , in terms of domestic and overseas training theoretics and research achievements regarding basic capabilities of civil servants, the article esteblished a system which include definituded instructional thinking, training goal ting ,reasonable setting of training orgnizations, better correlative training rules and imlementing modes as well .As there are few theoretical achievements about civil servants training both domestic and overseas, it resulted some difficulties during this research,.At the same time ,it also means that the research do have theoretical and practical meaning to some extent. By this article author hopes to establish better training system, find out some countermeasures of improving Xinjiang civil servants traing through practice and enlighten the new mode of constructing it.
