J City J District Grass-roots Civil Servants Emergency Management Capacity Promotion Research

In today’s world,the pace of social development and reform is accelerating,the natural disasters,public health events,general security events,and other incidents also occur frequently,which has brought a significant impact on the long-term social development and progress.How to prevent and reduce the adverse effect of public emergencies,which has attracted more and more public attention,is becoming a problem that cannot be ignored in public administration.Grassroots governments are the nerve endings of national governance,and grassroots civil servants are the "front-line executors." As the most significant number of groups in the Chinese civil service system,grassroots civil servants as the backbone of grassroots governance.They directly serve the people and coordinate the government’s relationship and the people.Their work guarantees the government management effect and execution.Its emergency management ability affects the disposal effect of the emergency itself.Even for maintaining social peace,stability,and development,improving people’s happiness index and satisfaction is significant.This study takes the grassroots civil servants in J District,J City,and comprehensively applies the literature research method,questionnaire survey method,and interview method to conduct an in-depth analysis of the emergency management ability of the grassroots civil servants.The main contents are as follows:Firstly,this thesis summarizes the latest requirements of relevant policy documents,laws,and regulations on emergency management ability,sorts out academic thesiss on civil servants’ competence and emergency management,and conducts interviews with grassroots civil servants.Based on the theory of competence and combined with the characteristics of grassroots civil servants,five indicators of knowledgeability,decision-making ability,implementation ability,psychological ability,and values are selected as the first-level characteristic indicators of grassroots civil servants.On this basis,this thesis preliminarily obtains 27 characteristic indicators of the management ability of grassroots civil servants to deal with emergencies.It conducts a comprehensive investigation on the emergency management ability of grassroots civil servants in J District,J City.Secondly,according to the results of the questionnaire survey,the problems existing in the emergency management ability of grassroots civil servants in J District,J City,focusing on the problems of emergency management ability from the aspects of basic knowledge,cognition,executive ability,communication ability,and work experience.Combined with various problems,the causes of the emergency management ability of grassroots civil servants in J District of J City are deeply discussed.Finally,targeted improvement strategies are proposed according to the emergence and problems of grassroots civil servants in J District and the causes of the problems.Specifically,the emergency management ability of grassroots civil servants in J District of J City should be comprehensively improved from the theoretical study,ability training,and mechanism reform..
