Net, also called World Wide Web or Internet, as one of the most important scientific and technological innovations in the 20th century, has fundamentally influenced and transformed the society, hence exerting a great impact on the paradigm of human political life and political participation of the populace. With the drastic development of the Internet, rapid popularization of the net technology as well as the unprecedented rising of people' s democratic awareness, it has become an essential new way for the populace to participate in politics.Political participation on the Net is the undertaking of those social political activists who, in the era of the Internet, intend to defend and realize their own political interests by taking net as the tool and means. It is, therefore, bestowed with several characteristics such as being virtual, global, interactive, flexible, autonomous, direct and so on. These features differentiate political participation on the net from that in the traditional sense, thus influencing greatly people' s political life, social political ecology and national political layout.Political participation on the Net and ruling security constitute an androgyny with conflicts. The realization of the former relies on, yet acts on the latter, while the latter ensures the effectiveness of the former, yet determines the depth and breath of the former. The two, therefore, are interdependent and interactive. Nonetheless, the characteristics of political participation on the net result in such phenomena that the subjects of participation are invisible and complex, that scope and degree of participation is beyond control and that the expression of interests is hard to be centralized. As a result, social tumult is likely to be invoked, endangering ruling security. The paper, from both the positive and negative perspectives, explores the impact of political participation on the Net on ruling security. Endeavoring to maintain and promote ruling security and political stability, the paper suggests relative strategies in terms of imaging subjects, purporting social system, ensuring law, perfecting infrastructure and developing technology.
