Study On The Regularization Of Chinese Communist Party Leading Under The System Of The National People's Congress In The New Era

The 17^th CPC National Congress which was held successfully in November 15^th 2007, pointed the way for every field of our work in contemporary era, drew up a grand blueprint for speeding up socialist modernization in contemporary era, pointed out the direction of promoting the development of the cause undertaken by our Party and state, made a higher demand for upholding and improving the system of People's Congresses, did the work of People's Congress well in light of new situation. We must keep to the political development road of socialism with Chinese characteristics, integrate the adherence to Party leadership and the people being the masters of the country with governing the country in accordance with the law. In order to broaden the scope of socialist democracy , build a socialist state under the rule of law, develop the socialist political civilization, we must ensure that the people exercise their rights as the masters of the country and take it as the basic norm; we must enhance the vitality of the Party and state, aroused the initiative of our people and take them as goals. We should strengthen and improve the leadership system of the Party and come up with better leadership and governance modalities in accordance with the principles of stressing the overall interests while coordinating those of all quarters concerned, the purpose is to improve the ability of exercising the power scientifically, democratically and legally, and ensure that Communist Party of China can lead people and govern the country efficiently; we must uphold the basic strategy of governing the country by law, help the people understand the importance of the rule of law, realize all work of state are placed on a legal basis as well as protect the legitimate rights and interests of citizens; we must uphold the characteristics and advantages of socialist political system, advance China's socialist democratic political system, provide a fundamental political and law system guarantee for the realization of the long-term stability of the Party and the state.In new time, we should not only strengthen the authority of People's Congress, but also deal with issues of people's congress under the leadership of the Communist Party, the core is that to deal with the relationship between the Communist party and People's Congress properly, standardize the leadership system and approach of the Communist Party in issues of people's congress, persevere in the systematize development orientation.From the perspective of the relationship about People's Congress System and the leadership of the Communist Party, this paper explores the new mode of the leadership approach of the Communist Party and the operational mechanisms of People's Congress System, and it can improve the art of leadership and governance.There are three chapters in this paper, In the first chapter, it analyses the connotation and the organizational principles of People's Congress System, and then it analyses the operational mechanisms of People's Congress System and its existing problems from macroscopic and microcosmic perspective. Problems consist of its organizational deviations and artificial functions, the problem about the composition of the deputies, the condition of legal functions and problems in the external conditions of People's Congress operation.In the second chapter, it analyses the relationship between People's Congress System and leadership of the Communist Party, which is they are in close touch and never can be separated. In this chapter, it states from the aspect of theory and practice.
