The relationship between the Communist Party and the People's Congress of China is the key relation of the contemporary China's politics. They connected with each other, the relationship between the CPC and the NPC is leading and being led, as well as being supervised and supervising. The principles, routes and policies of government that made by the party become the nation will by leading the NPC. On the other hand, the NPC is an organ through which the people exercise the state power. The NPC is a supreme state organ. The NPC, as the national organ of state power, has the duty to carry on supervision to the CPC's power. Though the constitution has not stipulated that the NPC can supervise the CPC in power clearly, discussions about this duty of the NPC are more and more . in academia. In fact, in the political practice of our country, the party has the greatest power, and state power which is represented by the NPC is the highest., How to define the relation between the party and the NPC has already become and built a question that can't be avoided on the socialist road whit Chinese characteristics.From the angle of patronage of the NPC, this paper discussed the relation between the CPC and the NPC. The paper launched this discussion from three ways: First, the paper made a brief historical retrospect of the development process which the CPC and the NPC came through, and summed up some characteristics about their relation in different periods. And then, the paper pointed out that because of the age flux, the Chinese political structure faced the special test of the transformational period. This flux also made a new request for the CPC and the NPC. Second, from the angle of patronage of the NPC, the paper discussed the mistakes and why the mistakes happened when the CPC and the NPC made the important decisions of appointments and dismissals. The discussion included: the recognition of appointments and the disdain of dismissals in the NPC; the lacks of the supervision after serving; and the decisions of appointments and dismissals that depended entirely on the CPC's committees. Finally, from the angle of patronage of the NPC, this paper put forward the idea that can straight out the relation between the party in power and the NPC.
