A Study On Strengthening The Construction Of Ruling Ability Of The Communist Party Of China According To Law In The New Era

The rule of law is a powerful tool for the Communist Party of China to govern the country,is an inevitable choice to promote the modernization of national governance capacity and governance system,and is the only way to win the great victory of socialism with Chinese characteristics in the new era.Then,as our Party is the only legal ruling Party,ruling in accordance with the law must be the key to comprehensively governing the country according to law and the strong guarantee for building a socialist country ruled by law.Therefore,the level of the Party’s ability to govern according to law determines the process of the construction of the rule of law in China and the progress of realizing the "Chinese Dream" of the great rejuvenation of the Chinese nation.Studying the construction of the Party’s ability to govern according to law in the new era has important theoretical and practical value for enhancing the Party’s ruling skills,improving and perfecting the Party’s governing way,and pushing our country towards a modern country ruled by law in an all-round way.This article firstly explores the theoretical origin of the construction of the Party’s ability to govern according to law by preliminary sorting out and summarizing the thought of rule of law by classic Marxist writers and the thought of rule of law in the West,and further investigates the practical process of the Party’s strengthening the construction of the ability to govern by law under the principle of sticking theory with practice,and sums up valuable experience,which has laid a solid theoretical and practical foundation for correctly defining the connotation of ruling in accordance with law and ruling ability by law in the new era,and strengthening the Party’s ability to govern according to law.Subsequently,in view of the close relationship between the ability to govern according to law and the leadership of the Party,the people being masters of the country,ruling the country by law,and these three aspects are the key to the Party’s fulfilling its new mission.Therefore,this paper analyzes the necessity of strengthening the construction of the Party’s ability to govern according to law around these three points,which highlights the vital importance of strengthening the Party’s ability to govern according to law.On this basis,through a profound analysis of the current situation of the construction of the Party’s ability to govern in accordance with the law,we have a deep understanding of the achievements made by the Party ingiving full play to its ability to govern in accordance with the law,a clear understanding of the severe situation faced by the construction of the Party’s ability to govern in accordance with the law,a clear cognition of the fact that the Party’s ability to govern in accordance with the law is not fully matched with the Party’s new tasks and new missions,and there are still problems,generally speaking,which mainly cover the following three points: first,the ability of "key minority" to govern by law needs to be urgently improved;second,the Party-government system needs to be further reformed;third,the supervision mechanism needs to be improved.Therefore,we need to adhere to the orientation and explore effective ways to strengthen the Party’s ability to govern in accordance with the law from three aspects,namely:grasping the "key minority" and enhancing the ability of leading cadres to govern according to law;building a scientific and rational Party-government system and creating a new type of Party-government relationship;building an effective supervision mechanism to ensure that power is running on the rule of law.The purpose of these moves is to improve the ability of the Party to run the country and manage the government,and embark on a new journey of building a socialist modern country in an all-round way.New era,new weather and new actions,our Party needs to stand in a new historical position,strive to improve its ability to govern according to law,penetrate the rule of law in all aspects of national construction,give full play to the role of the rule of law,and lead the people to the other side of a better life.
