Information is the trend of the world's economic and social development. The rise of e-government is according with the rapid development of information technology, economic and information globalization and the governmental management. The focus of e-government is the government, which brings about change of government, at the same time which also causes the national legal systems to be adapted to the development of e-government.Some developed countries, particularly United States and Singapore, have formed a relatively sound legal environment for e-government. However, because of China's lower and short-period development of e-government, legislation of e-government is still at its initial stage, and the research is relatively weak, with fragmented analysis, which can not guide our e-government legislation in right direction. Therefore, this paper is based on relationship between the e-government development policy and legal environment, analyzed China's e-government legislation and the need for feasibility of China, and put forward the legislative mode, content and legislative principles, through the compare of legislative process of administration at home and abroad and the analysis of the function of legal environment, and finally analyzed the related issues of the e-government legislation and put forward the Countermeasures and proposals of speeding up the pace.The full paper constitutes by five parts.The first part (1st chapter) stated the concept and content of e-government, and analyzed the necessity and feasibility of China's e-government legislation.The second part (2nd chapter) introduced the present legislation at home and abroad, and compared China's legislative environment, and analyzed the gap between China and the developed countries on the following three aspects: China's e-government, legislation mode and the rationality of the legislation.The third part (3rd chapter) explored that China's e-government legislation should combine uniform and one-way combination legislation, and five basic principles that legislation and content of China's e-government should follow.The fourth part (4th to 5 chapters) begins with the focus and hot issues of the current e-government.—transparent administration, centered on the basic civil rights, the administration security, administration standards and the funds for administration construction and other related issues, the analyzed the main issues that restricts China's e-government legislation (Chapter 4),based on in-depth analysis, the paper put forward constructive measures and proposals from the perspective of management and legislation (Chapter 5).
