Research On The Problems And Countermeasures Of "government Dual Micro" In Local Government Governance

'Double E-Government', namely government weibo and wechat, has developed in a rapid growth rate recently and is popular in both government and people. However there exist great differences between weibo and wechat in the way of spreading, the scope of influence, target audience and main functions. They will be applied to the fullest if the two can be combined in a correct way. Specifically,'Double E-Governments'as a new character in government media plays an important role in publication of government affairs, construction of equal dialogue platform, mechanism of expression and improvement of the government services. But in the actual operating process, there are some big challenges to standardizing the management of weibo and wechat and improving the government construction. Such challenges include inadequate understanding by some officials, imperfection of relevant systems, ineffective supervision, and some netizens' uncivilized behavior. The government as the main body for the management should play the effective role of 'double e-government', and be responsible for the management with the help of 'double e-government'.The paper starts from our government management and develops a further discussion in the necessity and possibility of government management depending on the 'double e-government'. Then we analyze the current situation and existing problems of 'double e-government' from the nation's point of view. Based on the analysis, we use case-study method in Shaanxi province including 10 cities' weibo and 6 cities' wechat accounts with their information quantity, category and content. We also interview 26 party members and 61 netizens, in-depth understanding the perception of government weibo and wechat in Shaanxi province, and seeking suggestions about how to improve the level of construction of government media.In the end of the paper, we give our advices on how to solve the current problems in 'double e-government' management, how to improve the management media and how to promote the quality of government governance for the construction of the service oriented government. The advices includes the enhancement of the analyzing ability for large data, improvement of 'double e-government' construction, completion of the own mechanism and advancement of high quality citizen.
