Now not only the quantity of land averaged to great population is lacking, which indicates that the contradiction between man and land is outstanding; but also the reserved land resource suitable for cultivation is insufficient in china. With the progressing of society, the increasing of population, the rapid development of industrialization and urbanization, human beings are demanding more and more land resource. The most difficult problem right now are the contradictory between the industrialization, urbanization and the food security, the contradictory between the agriculture development and the environmental security. So, how to maintain the harmony of the exploiting and utilizing of land resource and the increasing of population has become an urgent problem related to the survival and development of human beings. Under the influence of the dual management system in rural and urban areas, rural built-up is free-state not flowing for a long time with the ground. In addition land of rural administration weak management, make village land used for structure extremely unreasonable, extremely low efficiencies. Specially, with the development of society and economics in rural area, expanding unrestrictedly constantly with the ground range in the residential area in the countryside, the land wasting phenomenon is serious. It is an effective way to solve the problem of land-use by economic use and increasing the land supply by exploiting the intensive potential. The practice at home and abroad has proved that rural residential land readjustment has prominent effects on improving land utilization ratio, decreasing the gap between urban and rural development and advancing the rural modernize process. So rural residential land readjustment becomes an important method which playing an important role in urban and rural overall planning and optimizing the allocation of land resources, also it is an important measure to accomplish the sustainable use of land resource.At present, the researches on rural residential land readjustment are on a stage of beginning. They fall behind practices, most of them use the patterns and the methods which are used by the land readjustment. However, their purpose are still to increase the farm land and compensate occupied farm land by construction that it hasn't enter the step of basing the sustainable developing and optimizing the structure of the land use, especially the ecological security is much less considered, which hinders the sustainable developing of rural residential readjustment.This paper is under the background of the new round of the land utilization planning modification, guided by the integration of the systematic, scientific, exercisable, qualitative analysis and quantitative analysis principle, dynamic and static principle, and builds a rural residential readjustment Comprehensive potential evaluation index system based on sustainable development, which chooses indexes from the nature, economy, society, land use, basic potential and ecology factors. And it takes Changshou District Chongqing City as a case study, hoping that it can give some experiences to the districts alike.The main contents of the study are as following:1. Studied present situation and achievement about land readjustment and the sustainable development of the land resource, and summary the experiences to generalize the developing trend of the rural residential readjustment;2. We defined the connotation and features of the sustainable rural residential readjustment theoretically. The theory basement contains: the sustainable development theory; integration of urban and rural areas theory; the human dwelling environment theory; the land economic theory; the position theory; the public participation theory;3. On studied the theory above and investigated the situation of the rural residential land use, we systematically analyzed the dynamical change, problems of rural residential land use in Changshou as the presentation of the southwest hilly district, and the agent of rural residential readjustment.4. Chose indexes from nature, economy, society, land use, basic potential and ecology factors, and built Comprehensive potential evaluation system base on sustainable development. And taking Changshou for an example, to divide the Comprehensive potential of it into five levels.5. Base on the studies of the nature condition, social economic, the present traits of land use, technical feasibility, ecology security and so on, bring up the adjustment mode with acting as circumstances permit and operational.6. At last the policies of rural residential readjustment were given both macroscopic and microscopic.
