Application Study On The Government Performance Appraisal With The Balanced Scorecard

The thesis brings the balanced scorecard into government domain,which extensively applies on , the enterprise's performance assess.At first,the thesis introduces the elementary theory of the construction of government performance appraisal system. It also analyzes the difficult and question which we meet at present during the developing of government performance appraisal. As a result ,we consider the traditional appraisal methods which is difficult to realize the overall objective scientific determine and appraisal.Secondly,by the study of enterprise's balanced scorecard,we analyse the feasibility of the balanced scorecard used in government performance appraisal and design the government's balanced scorecard mode .Finally, with the special function of Sichuan quality and technique servrillant department, we revise the structure and content of enterprise's balanced scorecard and construct a performance appraisal model which is on the basic of balanced scorecard's quality serveillant department.By the cause and effect analysis of the balanced scorecard ,we find the critical success factor which impels the target of organization's achievement .According to it,we design critical performance drive index.Furthermore,it has been made use of AHP, statistic analysis.coefficient ananlysis,illegibility compositive estimate method to estimate the critical performance drive index. The estimate consequence of we receive forms a specific performance estimate scheme which is aimed at quality serveillant department.The application of balanced scorecard on the quality serveillant department has important practical significance in the course of optimizing government administration and provide certain value for it's use in other government department.
