The development of e-government changes the government's service patterns, and thus greatly improves the efficiency and capability of government operations. However, government service process is a kind of knowledge-intensive process where the execution of some tasks requires some government knowledge, such as regulations, so the realization of automation of government process without considering knowledge management can not improve government service quality essentially. The improvement in efficiency of using knowledge in government process is a key to successful application of e-government. The knowledge reasoning system provides a way to solve problems based on pre-identified knowledge templates. Providing government reasoning services by integrating the knowledge reasoning system into e-government platforms will improve the processing efficiency of knowledge-intensive task. Current knowledge engineering methods, such as CommonKADS, DESIRE, and KARL, offer a structured method for constructing knowledge reasoning system, yet there are some drawbacks in these methods. Firstly, most of them employ their own proprietary representation to describe the reasoning processes, so the problems with portability and interoperability and reusability of reasoning process model arise. Furthermore, traditional knowledge engineering methods fail to support the share and reuse of distributed reasoning resources over the Web. To tackle these problems, we present an approach to representing reasoning processes using process modeling approaches at different abstract levels. Firstly, we create UML profile for knowledge reasoning domain by extending the UML meta-model. Then UML class diagram and activity diagram are employed to describe reasoning process models at a high-level. Thus, portability and interoperability and reusability of the models can be ensured due to the advantage of platform-independent models of UML. To enable the share and reuse of reasoning components over the Web, UML based models are then mapped into OWL-S process language by using XSLT rules and java programs. In addition, we adopt the techniques of workflow engine to realize the knowledge engine for provide the function to execute and monitor the reasoning process instance in the runtime. At the end of this thesis, we implemented a prototype system for the social security card application service.The major contributions of this thesis are as follows:1. The e-government reasoning service framework is presented.2. Proposed the modeling method for knowledge reasoning process, which describes the reasoning process model at different abstract level, so the portability and interoperability and reusability of the models are ensured.
