Government archives are a series of document-type archives produced or used by government departments in the process of meeting the needs of economic and social governance,performing government functions,and performing official activities,which have important social value.The management of government archives belongs to the service work of knowledge information,and its function is to provide knowledgeable information for the management of the government.However,due to the different file management methods and management system standards adopted by various archiving departments,it is difficult to realize sharing and interoperability among information resources,and the phenomenon of "information isolated island" is serious.This paper attempts to use theories and methods such as ontology and knowledge graph to summarize and sort out the relevant management principles in the field of government archives,build an ontology conceptual model in the field of government archives,and realize the knowledge graph description of government archives based on the application technology of ontology,revealing the knowledge structure in the field of clear archives,in order to realize the knowledge representation and visualization of the content of government archives,and effectively solve the problems faced by the management of government archives.The main work of this research includes the following three aspects:First,based on metadata management and cognitive linguistics theory combined with named entity recognition technology to achieve the semantics of the concept of government archives and the construction of a semantic framework.Starting from the current management system of government archives,this research clarifies the management characteristics and business logic of various domestic archives institutions in actual work using investigation,summarizes the traditional management mode and the business process of the logical management mode of government archives work,and refines the management of government archives.The metadata of the field is standardized and based on this,combined with the theory of cognitive linguistics,the semantic characteristics of the catalog data of government affairs archives are analyzed,the RDF semantic framework is constructed,and the concept of government affairs archives information resources is semantically processed,and the semantic ternary Serialization of group data lays the foundation for the creation of ontology in the field of government archives.Second,the domain ontology GAO model of government archives information is constructed using ontology modelling technology.Combined with the ontology modelling technology of the Semantic Web,this research defines the concepts of classes and attributes of government archives in this field.It combines the thesaurus transformation method to construct an interoperable ontology description model for the government archives domain.Tools are implemented programmatically.Finally,the ontology GAO description model of government archives information is constructed,including metadata layer,semantic association layer,and 5W1 H event description layer,which realizes the semantic fusion between these three areas,and is formed from the perspective of the domain expert system.It creates an organic whole of the ontology description of government archives,realizes the interoperability and reasoning function of government affairs archives resources,and can provide technical support for its intelligence and knowledge management.Third,empirical research on knowledge representation of government affairs information based on the ontology description model in the field of government affairs archives.To demonstrate the interoperability and knowledge representation function of the government archives domain ontology GAO constructed in this study,we verified the consistency of the domain ontology model.We conducted empirical research and discussion through 5 application cases.First,the SPARQL query statement was used to realize the correlation and knowledge retrieval of significant health and safety event files,and through the reasoning of the rules of government documents and the construction of a visual knowledge map,the representation and mining of the functional knowledge elements of various government agencies in Shanghai during the Republic of China were realized.Secondly,based on the 5W1 H eventual description framework,the event extraction is carried out on the government affairs archives,and the Neo4 j graph database is used to form the eventual knowledge map;thirdly,based on the linked data model of the jurisdiction relationship of the government affairs agencies,the knowledge of the entity association of the government affairs archives in Liaoning Province is constructed.Finally,through the ontology expansion,the text analysis of the documents sent and received by the government archives in the Qing Dynasty revealed the institutional functions of various government departments in the Qing Dynasty,and the visual knowledge map was realized by using the keyword co-occurrence algorithm,which verifies the GAO of the government archives field ontology.The knowledge represents the feasibility of the application.With the development of intelligent technology,semantic model and knowledge graph technology have gradually entered various disciplines.It is imperative to organize and manage the knowledge of government archives information resources.This paper uses ontology modelling technology to conduct exploratory research on the knowledge mining of government archives.Based on the government archives data of Shanghai Archives,Liaoning Provincial Archives and Shenyang Archives,the GAO model of government archives ontology is constructed and developed.Through several empirical cases,the knowledge representation and reasoning application of the knowledge graph visualization of government archives is realized. |
