Nowadays, in an enterprise or organization, knowledge management has become a key technology to increase intelligence of technique, competition, business and strategy. In general, knowledge management is a paticular management acvitvity of an enterprise, which manage the enterprise knowledge as the asset by advanced information and communication technology. The goal of knowledge management is that the right knowledge presented by right formula can be used in right time by right person, and then help person solve the tackle meet in the practice. The present knowledge management systems are generally modeled based on the flow course of knowledge, include generation, capture, conversion, integration, storage, diffusion and sharing. But they have a common limitation: they are insufficient in dynamic interaction with users, which is denoted by the static usage of knowledge and the closed maintanence of system.According to this, we construct a three-layers knowledge management system, which treat the dynamic opening as the key issue. Surrounding the opening, this system investigates the method of realizing opening from three dimensions: shared-comprehend-bases, opened-knowledge-integration, andknowledge-momentarily-attention. The shared-comprehend-bases is aim to provide method, languange and tools of model, which is used to help enterprise establish and maintain ontology that is agreed by knowledge worker and can be understood by machine, and which provide a common understand bases to knowledge between person and person, or between person and machine. Based on the ontology, opened-knowledge-integration offers tools to help knowledge worker make attached metadata of knowledge while they construct the knowledge items according to the pre-defined format. The knowledge-momentarily-attention constructs several association among knowledge, and on time notify the knowledge worker that there are some valuable knowledge items to the work.When developing the knowledge management system, we put the effort on the following aspects:1. The construction and maintenance of ontology is the foudation of knowledge management system. So we create an Ontology Represent Language (ORL), and based on ORL, we construct a framework to answer for ontology dynamic evolution, which keep the consistency between ontology and the practical world, and make the basic of shared- comprehend-bases.2. To keep the abundance of knowledge, the knowledge management system must have the ability of absorb new knowledge from outer world. Based on ORL, we generate knowledge extract rules by induce learning, by which we realize the dynamic extraction to outer knowledge, and then realize the automatic generation of knowledge item. By this mean, we strengthen the opened-knowledge-integration of system.3. Taking into account the complexity and distribute of knowledge, the knowledge management system must provide user view to improve the efficient. Begin with analyzing the navigation regular of user, we construct the navigation map and no-loop map based on analyzing the key factors of creating view, introduce the way of decomposing navigation map, which can be filtrated by rules given in this paper. Then we present an algorithm to create a use view. Based on view, the system can push appropriate knowledge to user, which improve the knowledge-momentarily-attention of system.KMSR (Knowledge Management of Science Research) is an ontology-based opened and dynamic-participate knowledge management system, which is designed for management of science research and product of Computer Colleage. By this system, we illustate the above technology for example.
