With the reform of social framework, the community construction become a crucial role in the social development, in the city construction and social harmonious, and take more respondbilities. The traditional bureaucratic working style and process cannot meet the demands of constructing an efficient and service-oriented community. Therefore, it is indispensable to manage and develop resisdent committy directors' qualities and skills in order to construct an efficient community. While since last 70's, professor McClelland put forward the concept of competence, competence and competency became the tide in the west countries. So far, we can't find any research about competency model on residential committee director, only One-Size-Fits-All competency model has been build. Based on this backgroud, considered the current situation, this paper give a demonstration exploring research about competence of residential committee director in Nanchang city, and advance the competency model. Thus enriches competency theory while providing theoretical guide to the management of community human resources in the era.As the basis of reviewing the previous related work, the thesis firstly summarize the present situation and the tendency of the community in China, introduce the theories on the competency and competence, discuess the research methodology and give a retrospect of the research findings and latest research focuses of it. After puting forword the framework and the process of the research, the thesis advanced the demonstration exploring research about competence of residential committee director in Nanchang city. The whole the demonstration exploring research can be divided into two parts: first, according to several methods like document retrieval, interiews and analyzing about job specification, collect 68 items on residential committee directors in Nanchang city, code the competence factors and formed the questionire. Second, based on the quantitive analyze on 357 questionnaires from residential committees, test the reliability and validity of the questionnaire, sum up the conpetences on the residential committee directors in Nanchang city: cooperation between person and team, achievement motivation, cognition, creative and learning ability, active and persistent, peronal moral, information availablity, and professional knowledge. Based on the result,this paper set the preliminary model on residential committee directors.
