The report of the 20 th Party Congress points out that "from now on,the central task of the CPC is to unite and lead the people of all ethnic groups to fully build a strong socialist modern country,achieve the second hundred-year goal,and comprehensively promote the great rejuvenation of the Chinese nation with Chinese modernization." To fully build a socialist modern country,the most arduous and heavy task is in the rural areas.As an important force connecting the national government and the rural society,the leading cadres in the townships are the backbone of the implementation of the policies of the Party and the State,and are the "sensors" to understand and respond to the needs of the grassroots,their roles and functions are important,special and critical.Therefore,in order to build a modern socialist country in the new era,it is necessary to focus on strengthening the competency of township leadership cadres.This article is based on the new public service theory and competency model theory,and takes the leadership cadres of W County in J City as the research object.By comprehensively using methods such as literature analysis,interview,and questionnaire survey,the competency of township leadership cadres is effectively summarized,extracted,and screened,and a preliminary theoretical model of township leadership cadre competency is constructed.Through testing and revising the theoretical model,a competency model for township leaders in W County,J City was constructed,which includes 24 competencies in 5 dimensions: political quality,core knowledge,leadership ability,personal characteristics,and achievement orientation.Through investigation,it was found that there are generally problems with the competence of township leaders in W County,J City,such as a gap between political quality and the requirements of the times,a disconnect between core knowledge and actual needs,a mismatch between leadership ability and job positions,a mismatch between personality traits and work scenarios,and a lack of achievement orientation and goal requirements.After research,the main reasons for the problems are the narrow upward mobility space of township leaders After analyzing the reasons for the failure to reflect differences in competence in education and training,the lack of guidance in assessment and evaluation,the lack of requirements for competence in selection and appointment,and the lack of competency indicators in supervision and management,measures such as expanding channels for cadre promotion,optimizing education and training mechanisms,optimizing cadre evaluation mechanisms,optimizing selection and appointment mechanisms,and improving incentive and supervision systems have been proposed,In order to improve the competency of township leaders in W County,J City. |
