All the leaders of the Party, especially the leading cadres, take the most important roles in the construction of the national economy. Nowadays, with the fast development of the science and information technology, it is more important and urgent for the leaders to take information education deeply as well as the training to them, and the new require for the whole leaders, especially leading cadres at all levels, will be to improve the information attainment. So it is an important embodiment in the cadres education practicing "the Three Represents" and keeping pace with the times to strengthen energetically and improve the work in cadres colleges, to speed up the steps in the information-based construction to the cadres education, to emphasize improving the information attainment of the leaders of the Party and the government, ant to enhance the ability of the leading cadres at all levels more to adapt to the modern information society.
