Can speak, the governmental organization system of each nation in world totally belongs to bureaucratic system currently. Because of the structure full of lines and pieces, the running way of its authority, the excessive rules and the administrating principles of emphasizing on the goal and despising the value, the efficiency of bureaucratic government tends to decrease gradually. The decreasing trend of efficiency is the so-called effect of entropy in the governmental system.The administrating efficiency is important question for government. However, because of the trend of efficiency decreasing, much criticism has been putting forward on bureaucratic government, especially from 40s of the 20th century on. Exactly for this reason, many countries chose to construct e-government in governmental reformation. Why do so many countries chose the e-government? The basic reason is that the e-government can help government constantly keep high-efficiency in managing and serving. By this, government can answer to the demands of the environment efficiently so as to improve service image before the public. That is to say, the e-government has the functions to help government system go out of the effect of entropy, these functions include the function of principle renewing, the function of technique supporting, the function of organization guarantying, the function of mechanism renewing, and the function of democratic management.Constructing e-government is a great and complicated engineering, during the period of it, the principles such as information sharing, the structure flattened, governmental affairs being opened, and gradually developing must be insisted. In the meantime, not only the"information isolated island"must be rid of, and"numerical ditch"must be deal with too, but also the working process of government must be reformed. At the same time, the civil savant's information technique and coagulating ability must be improved on the base of improving their administration knowledge.
